Task 1: The Economy Comparison of Rust Belt and Sun Belt Cities The Economics Research Group (ERG) staff, Dr. Michael Carroll and Dr. Yang Zhou, will collect the data needed and analyze the economic outcomes between the major (if not all) cities (MSAs) in Rust Belt and Sun Belt. The outcome measures of interest include income, employment, education (college enrollment), health, etc. Among the few aspects, depending on data availability, we plan to focus on the enrollment change among the higher education institutions in both regions, which well represents and explains various social changes in these two regions. Task 2: The Development Strategy of Rust Belt and Sun Belt Cities In addition to the investigation of the economic outcomes in both regions, the Economics Research Group staff will also survey the policy strategies of the cities in both regions. Similar as that in Task 1, the focus will be on the higher education section and economic development. Methodology In preparing our analysis and policy report, we will collect all the economic measures as described above for the cities (MSAs) in the Rust Belt and Sun Belt regions. Depending on the data availability, we will either conduct case study comparisons or statistical regression analyses. Meanwhile, we will review and summarize the development strategies of the major cities in both regions, and similar to that of the economic measures, we will conduct the analysis based on the data availability.
