1.1.1 The Socially Disadvantaged Farmers and Ranchers (SDFR) Policy Research Center (Policy Center) located at Alcorn State University and collaborating 1890 land grant universities plan to assess the funding sources (historically and currently) available to Black farmers for farm operations and to develop policy recommendations to increase capital to Black farmers to reduce the decline in the number of Black farmers. This assessment includes a determination of whether credit programs within the Farm Credit Administration (FCA) and USDA, Farm Service Agency (FSA) are beneficial and timely to meet the needs of Black farmers.
