Note:

TEP proposes to partner with El Paso, Ysleta and Canutillo ISDs, and with Head Start/Early Heard Start, ESC Region 19, the Center for Applied Linguistics and the Texas Association for Bilingual Education to increase the number of highly qualified ESL and Dual Language/Bilingual Education teachers working with ELs in West Texas schools. Project LEAP UP (Learning, Encouraging, And, Planning to Uplift Performance) addresses the following priorities: Absolute Priority, Competitive Priority 1, Competitive Preference Priority 2 and both Invitational Priorities, IP1: School Readiness; IP2: Family Engagement and includes 3 goals. Goal 1: Improve the effectiveness of K-12 in-service teachers working with EL/DL students through state-approved Credential courses leading to a K-12 ESL Graduate Certificate or the Graduate Certificate in Dual Language/Bilingual Education. Goal 2: Improve learning environments for early multilingual learners and increase awareness about the benefits of fluency in more than one language, through the coordination of language development in the home and the school aimed at enhancing school readiness and increasing family engagement for early multilingual learners.Goal 3: Collect, analyze, and use high-quality and timely data to improve evidence-based EL/DL instructional practices in PK-12 educational settings. Performance Outcomes: 125 K-12 in-service teachers in professional development (PD) leading to the K-12 ESL Graduate Certificate or the Graduate Certificate in Dual Language/Bilingual Education and earn 12 of the 30 credits towards the master's degree in Bilingual Education. Another 125 K-12 teachers will participate in professional development via a series of workshops, be prepared to pass the State exams and be certified as either ESL or DL/Bilingual educators. Through the partnership with CAL Early Multilingual Learner Educator and Family Training, 50 PK Educators and 300 PK family members over the 5-year award period will be trained to improve school readiness and increase awareness of the benefits of bilingualism and biliteracy.
