This proposed project is spurred by the ongoing effort to establish a binational park along the Rio Bravo-Rio Grande in Los Dos Laredos in the Valle de Bravo-Rio Grande Valley in Tamaulipas-Texas. In a meeting with US Ambassador Ken Salazar in Ciudad Juárez, 2/15/2022, a broad proposal was introduced to create the BELIeVe project for the Ciudad Juárez-El Paso Metroplex. Table 1 lists and Figure 1 shows the locations of the potential components of the BELIeVe project. These components leverage existing, successful efforts by stakeholders in both cities. Each component is more or less independent, so that they could be implemented in a phased approach.
