SAMs 1.1.1; This research project will assist the City of San Antonio in evaluating how case processing might contribute to issues of public safety. Using a five percent random sample of SAPD arrest data (approximately 10,000 cases) from the years 2017-2021, the research team proposes to review and analyze criminal cases (with individually identifying information such as names, social security numbers, DL numbers, etc., removed) through the various decision-making process stages. We plan to track defendants from arrest through bail and release decisions, prosecutorial charging and bargaining decisions and final disposition. Data analyzed will include: arresting offense, defendant demographic characteristics, prior arrest and conviction history, pretrial release and detention status, any re-arrests while pending case disposition, and case disposition outcome. Possible analyses include, but are not limited to a) identifying relationships between offense type and pretrial release and prosecutorial charging decisions, b) identifying relationships between defendant characteristics and pretrial release and prosecutorial charging decisions, and c) identifying any relationships between case processing decisions and likelihood of re-arrest during the criminal court process up until case disposition. Based upon these evaluation and analytic findings, and the relevant review of the contemporary literature, the UTSA research team will compile a report for a Public Safety Action plan toward criminal court processing best practices
