SAMs 1.1.1 and 1.1.4; In this research project, the Major City Chiefs Association (MCCA) will seek the participation of 14-16 member agencies identified by the UTSA researchers to serve as a stratified (by region) random sample of member agencies. Based on the Dallas study, the UTSA research team will design a data collection instrument that participating agencies will use to capture relevant data on a sample of 2021-22 violent arrestees from their jurisdictions. Variables of interest will include the criminal histories, 2021-22 violent arrest charges, bail/bond release conditions, and subsequent re-arrests through June 2023 of those in the sample. These data will be collected and recorded by agency personnel in a non-identifiable manner (without names or other personal identifiers) and sent via a secure link to the UTSA research team. Data collection is expected to take about six months, after which the UTSA team will analyze the data for patterns and correlates of bail/bond decisions and re-arrest across the overall sample and by agency. The results will help inform national conversations about bail reform, violent crime, and recidivism among a large sample of violent crime arrestees from the nation's largest law enforcement agencies. Within six months of receiving the data from the participating agencies, the UTSA team will complete its analysis and produce a professional report that will include a review of the relevant literature and policy recommendations informed by the analysis and results. The UTSA team will report its findings to the MCAA members and other stakeholders, as requested, by MCCA leadership.
