Note:

SAMs 1.1.1 The purpose of the research study is to gather initial information regarding the implementation of domestic violence firearm laws and procedures at the local level in urban and rural areas within two states: New Jersey and Texas. Specifically, this study will identify barriers that agencies face when implementing domestic violence firearm laws and policies in urban and rural areas, and highlight strategies that facilitate the adoption of procedures and programs to enforce domestic violence firearm laws—particularly in rural communities—and that effectively limit abusers’ access to firearms. This study will also investigate the impact of the COVID-19 pandemic on these issues. To achieve our aims, we will conduct approximately 40 to 60 key informant interviews with community professionals and stakeholders who have high knowledge in intimate partner violence/homicide and domestic violence firearm laws. We will select key informants in two urban and two rural areas in both New Jersey and Texas. These key informants will consist of judges, attorneys, victim advocates, law enforcement (including parole officers), and individuals from any agencies that are crucial to implementing domestic violence firearm laws. The key informant interview will be structured and include both open and close-ended questions. It will take approximately 25 minutes to administer and most interviews will be conducted over the phone, though some may be conducted in person. Key informants will be asked about their knowledge of existing community procedures/efforts to implement domestic violence firearm laws, barriers to implementing these laws, and suggestions for effective implementation of these laws.
