Note:
1.1.1 This proposal focuses on interdependent decisions of two types of stakeholders – public (i.e., government) and private (e.g., homeowners) – for two types of infrastructure they control – coastal flood barriers (public) and residential housing (private). With this focus, this study aims to evaluate overall welfare and distributive equity (DE) consequences associated with spatial sorting of households relative to flood risk when the risk changes conditionally on the design of large-scale, public flood-control infrastructure and is also evolving – a risk assessment framework referred to as “conD-Evolving.”
