RF emissions from adversaries provide a rich source of tactical and strategic information. Even if the content of RF transmissions cannot be read, reception of a signal by multiple antennas on a single platform can allow the direction to a source to be determined. Association of measurements across time can reveal the location of an emitter. This associating requires well-characterized measurement noise information. To improve localization performance and more rapid convergence of estimates we will train a network to map the receiver state to RF measurement noise, and a second network which examines measurements and decides to accept them or to reject observations that are likely outliers. To support training these networks we will use machine learning to develop a generative model for RF direction measurement noise, using both synthetic and observed data. The trained acceptance and noise prediction networks will be tested in simulation and experiment when coupled with an emitter localization filter to characterize their effect on the filter's performance.
